Luke Sefton
President, P.E.

Luke A. Sefton, P.E., C.F.M. is a Licensed Professional Engineer and President of Sefton Engineering Consultants, a 100% Veteran-Owned Firm located in Sedona, Arizona.  He has lived and practiced Civil Engineering in the Verde Valley for over 30 years and is an active member of a host of Community Organizations and Private Charities, including the Cottonwood and Sedona Chamber of Commerce, Rotary of the Red Rocks, Friends of Jack Jamesen Park, Verde Valley Military Service Park, and Secretary of Sedona 30.  He is also a member of Engage Sedona, a group that encourages citizen participation and input on a variety of issues affecting Sedona and the surrounding community.  Luke has engineered and represented many projects in the Verde Valley, including his company’s most recent achievement: Mariposa Latin Grill in Sedona and the Yavapai Apache Nation’s latest Housing and Community Center that has won numerous awards.  He is also the Civil Engineer for the Out of Africa Park Development.

 

Luke began his Military Service in 1985 when he enlisted as Combat Medic for the Indiana Army National Guard.  He later enrolled in the Indiana Military Academy and successfully graduated as an Officer.  Luke later moved to Arizona to obtain his degree in Civil Engineering.  During this time, he also served as an Ordinance Officer for the Arizona Army National Guard.  He was eventually mobilized to Saudi Arabia and later Kuwait to serve in Operation Desert Storm. 

 

He continued to serve in the Arizona Army National Guard upon his return and was ultimately promoted to Major and assigned as the Battalion Training Officer for the 981ST Troop Command, where he was responsible for overseeing the design and construction of projects for the 257th, 258th, and 259th Engineering Companies.  Luke was also Commander of the Flagstaff National Guard Unit and held various positions at Camp Navajo, as well as being a certified U.S. Army Instructor.

 

Today Luke is an active volunteer (and former Northern AZ Area Chair) for Employee Support of the Guard and Reserve (ESGR) and was honored as Volunteer of the Year in 2011. His participation with ESGR assists in fostering a culture in which all employers support and value the employment and military service of members of the National Guard and Reserve in the United States.  
As a trained Ombudsman, Luke works with employers and reservists as a neutral mediator in employment conflicts. 

 

Luke has received many decorations and awards from the Military for his management style, leadership, decision-making, and his ability to provide solutions to unique problems.

Timothy Huskett
Vice President P.E., C.F.M

Timothy Chee Huskett is a Licensed Professional Project Engineer with over 10 years of civil engineering design and project management experience.

He serves as a competent Project Engineer, equipped with strong communication, organization, and coordination skills, alongside being a highly efficient, hardworking, and talented Design Engineer.

His core technical expertise centers on flood studies, drainage reports, storm sewer design, subdivision development, and infrastructure planning—including street and utility plans, grading plans, and sewer and water systems for residential and commercial developments. He possesses specialized proficiency in hydrology, hydraulic system engineering, and floodplain development, maintaining a proven track record of executing project lifecycle plans safely, on time, and within cost-effective parameters while ensuring client satisfaction.

Previously, during his employment with Indian Health Services in the Winslow Service District, he assisted in the design and field inspections of water and septic systems servicing the Navajo Nation, while developing extensive experience in cost estimating and agency coordination.

Crockett D. Saline, P.E.
Project Manager & Engineer

Crockett Salin, P.E. is a professional engineer and project manager with practical experience in technical design, field coordination, and multidisciplinary project delivery. Born and raised in Arizona with a background in farming, he brings hands‑on land stewardship and regional insight to his work. He has geotechnical experience and a strong focus on sustainable, context‑sensitive infrastructure. Crockett is pursuing licensure as a land surveyor to expand his expertise in geomatics and boundary science.

He is known for clear communication, organized workflows, and attention to detail. His project work covers infrastructure planning, site development, utility layout, grading design, geotechnical investigations, hydrology, and stormwater management. Crockett has supported projects from design through construction, emphasizing safety, cost effectiveness, and client satisfaction. He has worked at Sefton since 2020 and has experience with public‑sector projects, inspections, cost estimating, agency coordination, and field verification.

Glenn Smith
Project Manager

Glenn E. Smith is an accomplished engineering and business leader with over two years of experience driving strategic growth, operational excellence, and innovation across civil and structural engineering, technology, and community support sectors.

As the Founder and Owner of NorthPoint Engineering, Inc. in Phoenix and Sedona, Glenn successfully scaled the civil and structural engineering firm to over 10 employees, managing high-profile projects totaling more than 10 million dollars annually while achieving a 200% revenue growth. His comprehensive business background also includes serving as a key executive for tech startup N2Plus/Digital Bridge—where he contributed to securing major accounts, driving strategic market penetration, and leading the company toward a public offering and acquisition—as well as dedicating several years as an independent employment specialist supporting vocational readiness across Arizona.

Glenn holds a B.S. in Business Management from Utah Valley University and expanded his technical expertise with a certification in AI and Cybersecurity from the University of Turku in Finland. Blending deep technical acumen in engineering and modern digital systems with proven leadership, he remains heavily engaged in community initiatives and technology innovation.

Tejas Jakkawar  
Engineering Design Team Leader

Tejas is a civil and environmental engineer with seven years of experience in land development, drainage, and infrastructure projects. He works at Sefton Engineering Consultants, where he contributes his technical expertise to projects throughout Arizona and the Southwest, as well as having prior experience in Texas and Georgia.

 

His skills include conducting surveys such as ALTA, tree surveys, and boundary surveys, along with land development, grading, drainage, erosion control, and flood studies. Tejas possesses a strong working knowledge of hydrology and hydraulic analysis, utility modeling for both pressure and gravity networks, and road design. This expertise enables him to support projects from the initial site assessment through to the creation of construction-ready plans.

 

Tejas is proficient in various software tools, including Civil 3D, AutoCAD, EPANET, HEC-RAS, HEC-HMS, and HydroCAD. He applies these tools to deliver accurate, efficient, and code-compliant engineering solutions.

 

He holds a Bachelor of Engineering (B.E.) and a Master of Technology (M.Tech) in Environmental Engineering, which provide him with a solid technical foundation for his work in civil and environmental engineering.

Shivaraj Shanmukh  
Civil Design Engineer

Shivaraj Shanmukh is a Civil Design Engineer with over 7 years of experience in civil engineering design and site development. He specializes in grading, drainage, stormwater management, water distribution, sewer systems, and hydraulic modeling, with extensive experience supporting residential, commercial, and infrastructure projects.

Shivaraj began his engineering career in 2019 after earning his Bachelor of Engineering in Civil Engineering from Gogte Institute of Technology, Belgaum, under Visvesvaraya Technological University. He started his professional career working on oil and gas projects, where he gained experience in utility design and developed a strong foundation in engineering coordination and design. As his career progressed, he became increasingly interested in land development and civil site design, particularly the opportunities available in Western countries.

His technical experience includes grading and drainage design, stormwater management, water and sewer system design, EPANET hydraulic modeling, fire-flow analysis, force-main and pump design, cut-and-fill analysis, pond and detention design, engineering calculations, technical reports, and preparation of construction documents. He is proficient in Civil 3D and has experience working through agency review comments, design revisions, and project coordination from initial design through the review process.

Shivaraj has supported projects across the United States and enjoys working on challenging design problems that require practical and efficient solutions. He is known for being a problem solver, quick learner, and practical team player, with a strong interest in developing well-rounded civil site development solutions.

One of his professional goals after completing his engineering degree was to work on projects in the United States. Today, through his work supporting U.S.-based engineering projects, he is proud to have turned that long-term goal into reality while continuing to grow as a Civil Design Engineer.

Gururaj Mannur  
Design Engineer

Gururaj Mannur is a Civil Engineering Designer with over seven years of experience in civil engineering design, site development, grading and drainage, stormwater management, utility design, and construction documentation. He earned his Bachelor of Engineering in Civil Engineering from Visvesvaraya Technological University (VTU), India, in 2019, and combines practical field experience with advanced engineering design skills to deliver accurate and constructible solutions.

Gururaj began his professional career as a Project Engineer supporting major highway infrastructure projects for the National Highways Authority of India (NHAI). His experience included the NH-48 Belagavi to Sankeshwar Bypass 6-Laning Project and the NH-4A Belgaum to Khanapur 4-Laning Project. During this time, he supported field surveying and data collection, established and reviewed horizontal and vertical control, assisted with alignment and profile development, prepared plan and profile drawings, and coordinated field conditions with design and construction requirements. He also supported design revisions, construction drawing development, quantity takeoffs, and field verification to ensure engineering documents accurately reflected site conditions and project requirements.

His experience also includes practical field work in earthwork and pavement construction, surveying using Total Station and Auto Level equipment, quantity estimation, quality control, and construction coordination. This field experience gives him a practical understanding of construction methods and helps him develop designs that are both technically sound and constructible.

At Sefton Engineering Consultants, Gururaj supports land development and infrastructure projects involving grading and drainage design, stormwater management systems, sewer and utility design, floodplain analysis, hydraulic studies, and construction documentation. He is proficient in Autodesk Civil 3D, HEC-RAS, Hydraflow, AutoCAD, and Revit. As an Autodesk Authorized Certified Professional, he has demonstrated technical expertise in Autodesk software, including AutoCAD, Civil 3D, and Revit, enabling him to deliver accurate, efficient, and industry-standard engineering design solutions.

Gururaj has contributed to technically challenging projects requiring careful analysis, adaptability, and practical problem-solving. He is comfortable working through complex site conditions and demanding project requirements, evaluating design challenges, and developing practical solutions while maintaining a strong focus on accuracy, constructability, and project objectives.

Gururaj brings a detail-oriented and solution-oriented approach to engineering design, with a strong focus on accurate plans, timely deliverables, clear communication, and cost-effective solutions. His combination of field experience, large-scale infrastructure project experience, and civil engineering design expertise allows him to provide dependable support to the Sefton Engineering team and its clients.
